TRIBAL COURT DEVELOPMENT
Paul has worked extensively with Tribes on all aspects of developing Tribal Courts. Paul’s experience includes:
- Drafting a comprehensive Tribal Court ordinance to establish a Tribal Court, its jurisdiction and basic elements
- Drafting rules of civil procedure for both trial and appellate levels
- Drafting entrance exam for practice in tribal court
- Drafting ethical rules for advocates and judges
- Developing court forms
- Successfully applying for a TCAP grant through the U.S. Dept. of Justice which included purchasing new court management software and a digital recording system
- Serving as a trainer with Wisconsin Judicare’s Tribal Guardian ad Litem training
- Advising tribal court judges on legal issues
- Training tribal court judges on legal analysis, rules of evidence, rules of procedure, judicial ethics and substantive areas of the law
- Conducting comprehensive training for Tribal Prosecutors
- Working with Tribal Court Clerks to help them understand their role and assist with developing court forms
- Advising tribal courts and judges on how to work through conflicts and issues with other branches of tribal government
