Paul has worked extensively with Tribes on all aspects of developing Tribal Courts. Paul’s experience includes:

Drafting a comprehensive Tribal Court ordinance to establish a Tribal Court, its jurisdiction and basic elements
Drafting rules of civil procedure for both trial and appellate levels
Drafting entrance exam for practice in tribal court
Drafting ethical rules for advocates and judges
Developing court forms
Successfully applying for a TCAP grant through the U.S. Dept. of Justice which included purchasing new court management software and a digital recording system
Serving as a trainer with Wisconsin Judicare’s Tribal Guardian ad Litem training
Advising tribal court judges on legal issues
Training tribal court judges on legal analysis, rules of evidence, rules of procedure, judicial ethics and substantive areas of the law
Conducting comprehensive training for Tribal Prosecutors
Working with Tribal Court Clerks to help them understand their role and assist with developing court forms
Advising tribal courts and judges on how to work through conflicts and issues with other branches of tribal government
Supervise summer law students who intern with tribal courts
